automate function calls

Use Tellor's network of reporters to automate function calls. A user would submit a request for a function call on Tellor's payment contract which would include a tip. Then reporters would trigger that function at the time and EVM chain requested. This could work on any EVM chain.

It's made using Tellor's oracle and autopay protocol. Tools used for this project were brownie, web3.py, and python. Used brownie to deploy the sample contract for how to submit a request to Tellor's oracle using solidity and web3 for how to encode and decode data in python to know what is being requested and what to submit on chain to receive.
